The new IATA DGR regulations on the state of charge of lithium battery goods in 2026

The requirement that the state of charge of pure lithium-ion battery cargo must not exceed 30% was initially vigorously promoted by the International Civil Aviation Organization and has been enforced for many years. As of January 1, 2026, the latest regulations of the International Air Transport Association's Dangerous Goods Regulations (DGR), Edition 67, regarding the state of charge of lithium-ion battery cargo related to equipment are as follows:
I. PI966
It is applicable to the UN3481 lithium-ion batteries packed with equipment. Here, "equipment" refers to the device that requires the power supply of lithium batteries to operate. For such goods as electric drills, vacuum cleaners, etc., lithium batteries are transported separately from the main unit but in the same box .
For Part I of PI966, transportation must be carried out when the state of charge does not exceed 30% of its rated capacity. When it exceeds 30%, the transportation can only be carried out after obtaining the approval of the country of origin and the country where the airline is located.
For Part II of PI966,
Lithium batteries with a capacity exceeding 2.7Wh must be delivered at a rate not exceeding 30%. If it exceeds 30%, transportation can only be carried out after approval.
(2) For lithium batteries with a capacity not exceeding 2.7Wh, it is recommended to deliver them when the capacity does not exceed 30%. That is to say, over 30% is considered normal transportation and does not require national approval.
Ii. PI967
Applicable to UN3481 lithium-ion batteries contained in equipment, such goods include mobile phones, tablet computers, etc. Starting from January 1, 2026, it is recommended that the state of charge does not exceed 30%, or the device display does not exceed 25%.
Note: This regulation is a recommended measure and is not mandatory. It applies simultaneously to Part I and Part II of PI967.
Iii. PI952
Applicable to UN3556 vehicles powered by lithium-ion batteries.
(1) When it exceeds 100Wh, it must not exceed 30% at the time of delivery, or be displayed as not exceeding 25%. This is a mandatory requirement.
(2) When the energy is less than 100Wh, it is recommended that it does not exceed 30% at the time of delivery, or it should be shown as not exceeding 25%. This is a suggestive measure.
(3) For those exceeding 100Wh and 30%(or showing over 25%), transportation can only be carried out after approval.
