BSMI made an explanation and announcement regarding secondary lithium batteries and power banks on October 28, 2021

The key points are summarized as follows

The new version of the secondary lithium battery CNS62133-2 will be mandaturily implemented on July 1, 2027

CNS62133-2 is expected to be available for application in Q1 2026 (subject to the final announcement by BSMI).

Therefore, between Q1 2026 and July 1, 2027, one can choose to apply for CNS15364 or CNS62133-2.

2. The original CNS15364 BSMI certificate that has been obtained can still be used before its expiration (within three years), even if the time is after July 1, 2027. However, it cannot be extended and needs to be replaced with the new standard CNS62133-2.

3. For the CNS15364 BSMI certificates that have already been obtained, differential supplementary tests can be conducted at the laboratory where the original report was issued. If the laboratory is changed, all tests must be reconducted for the new case.

The standard for power banks will be revised from the original CNS14336(Safety)+CNS15364(capacity testing)+CNS13438(EMC) to CNS15598(Safety)+CNS62133-2+CNS15936(EMC).

It will be mandatory to implement CNS15598, CNS62133-2, and CNS15936 on July 1, 2027. Applications for CNS15598, CNS62133-2, and CNS15936 are expected to start in Q1 2026 (subject to the final announcement by BSMI).

So between Q1 2026 and July 1, 2027, you can choose to apply for the new version or the old version.

5. For non-power secondary lithium battery packs used in road vehicles (such as starting batteries), the application standard is CNS63057, and verification and registration will be mandatory starting from July 1, 2027

6. For the subsequent CNS62133-2 standard, both Pack and Cell must provide UN38.3 test reports (test reports issued by qualified laboratories as described below are acceptable).

If the new standard CNS62133-2 is applied for between Q1 2026 and July 1, 2027, the issuance date on the certificate will be from July 1, 2027 to June 30, 2030, for a period of three years

 

8. The inspection methods for Pack and power banks will be changed from the original verification registration (type test mode plus compliance declaration mode) to batch-by-batch inspection for type approval

It is revised to verification registration (type test mode plus complete quality management system mode or manufacturing quality management system mode or factory inspection mode) or type approval batch-by-batch inspection

Type test mode plus complete quality management system mode or complete quality management system mode ----- means that an ISO9001 certificate issued by an institution recognized by TAF must be provided.

Factory inspection mode ----BSMI will entrust a legal entity in Taiwan to conduct factory inspections (inspections are required both in Taiwan and abroad). Only one factory inspection is needed, and no subsequent inspections are required.

Type approval batch-by-batch inspection ----- means that each batch of goods must undergo random inspection by the customs. Only if there are no problems will they be released.
