India has brought the rated capacity of portable rechargeable lithium battery cells and battery packs under control

Recently, in the Indian market, some portable rechargeable lithium battery products have been found to have a serious mismatch between the claimed rated capacity and the actual capacity. False capacity labeling and passing off inferior products as good ones have occurred frequently, causing a large number of consumer complaints and safety hazards. India has included the rated capacity of portable rechargeable lithium battery cells and battery packs within the scope of control.


To regulate market order and protect the legitimate rights and interests of consumers, the Ministry of Electronics and Information Technology (MeitY) of India issued a document on February 3, 2026, stating that starting from May 1, 2027, All lithium batteries and battery packs that comply with IS 16046 (Part 2):2018/ IEC 62133-2:2017 standard shall also be added to comply with IS 16047 (Part 3): In accordance with the requirements of Clause 7.3.1 of the 2018/IEC 61960-3:2017 standard, the rated capacity of lithium batteries must be measured and verified.
First: Scope of Application This control applies to portable rechargeable lithium cells and battery packs that have completed BIS certification in accordance with the following standards: IS 16046 (Part 2):2018/IEC 62133-2:2017
Second: New mandatory testing requirements have been added

New mandatory requirements for consistency of rated capacity, in accordance with the standard: IS 16047 (Part 3):2018/IEC 61960-3:2017 Clause 7.3.1, core test items: The discharge performance test (rated capacity verification) at 20℃ requires that the nominal rated capacity of the product must be consistent with the measured capacity. False labeling and capacity non-compliance are strictly prohibited.


Third: Implementation time nodes

The official mandatory implementation date is May 1, 2027. From this date, all relevant lithium battery products entering the Indian market must meet the new capacity testing requirements.

Transition period requirements for certified products: Cells/battery packs that already hold BIS certification must additionally complete the rated capacity test for discharge performance at 20°C and submit a qualified test report to BIS by April 30, 2027.

Consequences of delay: For models that fail to submit the report within the prescribed period, BIS will no longer recognize the validity of their certification, and the products will not be allowed to continue to be sold in the Indian market.


Fourth: Market supervision requirements

The newly added rated capacity test for discharge performance at 20°C has been simultaneously included in the scope of market supervision and random inspection in India. Indian customs and market supervision departments will conduct strict checks on the consistency between the claimed capacity and the actual capacity of products. Non-compliant products will face removal from shelves, recall, penalties and customs clearance interception.


Fifth: Key points of enterprise compliance

All portable rechargeable lithium battery cells and battery packs exported to India have completed capacity tests. It is strictly prohibited to falsely mark capacity or ensure that the marking does not match the actual performance.
Certified enterprises must complete the supplementary test and submit the report before April 30, 2027, to avoid the expiration of the certification. Production, shipment, packaging and labeling must all be consistent with the test report.
