Ii. Effective and Compulsory Implementation Time
Starting from January 1, 2026, it will be fully enforced that batteries without SIRIM certification and without the designated safety labels are not allowed to be imported or sold in Malaysia.
Scope of applicable products
Two types of authentication
Validity period: 1 year, subject to annual supervision and review for renewal
Requirements: Factory audit + sampling test if necessary
Certification: Product certification certificate, and the SIRIM certification mark can be used
Applicable: Long-term stable shipment, self-owned factory
Validity period: Only for a single batch, valid once
Requirement: No factory audit is required. Batch-by-batch inspection and sampling testing must be carried out
Certification: Batch qualification certificate. Certification marks are not allowed. Only safety labels should be affixed
Applicable: Foreign trade, temporary batches, and those without a fixed factory
Applicant's request
Local enterprises can apply directly
Overseas enterprises must appoint local companies to apply on their behalf

Both types must
Apply for and affix the SIRIM security label (with QR code and unique serial number)
The labels are clear and distinguishable, and the usage records are retained
Apply to purchase labels through the official website system
Type 5: Document review within 3 days + factory audit + testing → certificate issuance
Type 1B: Document review within 2 days + inspection and testing → Batch certificate issued within 7 days
Safety label: Application → Payment → Collect/Mail within 3 working days

The Directorate-General for Environment (DGENV) of the European Commission released a draft authorization regulation on April 28, 2026, expanding the exemption list for "replaceable only by professionals". The draft exemption list for "removable/replaceable" portable batteries was released on April 28, 2026, and comments were solicited until May 26.
