The Bureau of Indian Standards (BIS) released the IS/IEC 62368-1:2023 standard Implementation guidelines on March 9, 2026, in accordance with the announcement of the Ministry of Electronics and Information Technology (MeitY) of India on October 29, 2025. This standard will replace IS 13252 (Part1):2010 and IS 616:2017 as the mandatory safety standard for audio and video, information and communication electronic devices. November 1, 2028 will be the final transition period for the old standard. After that, the old standard will be officially abolished. All 38 types of electronic products involved must comply with the requirements of the new standard.
The first core applicable categories
It covers mainstream electronic product categories such as video electronic games, laptops/tablets/mobile phones, various types of TVS, printers/scanners, power banks, smartwatches, CCTV cameras, wireless headphones/speakers, digital cameras, etc. All of them need to comply with the new standards.
The second key transitional period requirement
The old and new standards will be combined until November 1, 2028.11: Before this date, 38 types of products can be BIS certified under either the old or new standards. If the old standards are overdue, they will become invalid, and the certification certificates that have not completed the compliance with the new standards will not take effect.
Third, there are compliance requirements for the existing certificate holders
- The implementation of the new standard IS/IEC 62368-1:2023 must be completed before November 1, 2028.. Failure to do so by the deadline will result in certificate cancellation or model removal.
- 2. For core models, a complete test report of the new standard issued by a BIS recognized laboratory must be submitted through the platform standard revision/supplement channel.
- 3. Issue a commitment letter, stating that all other models within the scope of the license have met the requirements of the new standard;
- 4. If the compliance of the new standards affects the compliance of the supporting standards for televisions, mobile phones, and IP-type CCTV cameras, the supporting standard test reports must be submitted simultaneously. If there is no impact, a formal statement can be submitted.
- After the compliance is completed, BIS will issue a confirmation letter of the new standard compliance model.
The fourth rule for the certification of new applicants
1. For those who have submitted old standard samples or obtained old standard test reports, they can continue to complete the certification according to the old standard.
2. New applications can choose either the old bid or the new bid. For applications based on the old bid, a commitment letter must be provided, promising to complete the switch to the new bid by November 1, 2028.11.
After November 1, 2021, no applications for old mark certification will be accepted.
Requirements for changing the scope of the fifth license
1. Apply the above-mentioned certification rules for new applicants;
2. For applications to change the scope based on the old bid, it must be completed before the date when the enterprise itself switches to the new bid or before November 1, 2028.(whichever is earlier).
The sixth important reminder
This guideline shall come into effect immediately upon its release.
2. All certificate holders and applicants must follow the subsequent IS/IEC 62368-1:2023 series of supporting guidelines issued by MeitY.
⚠️ Key point: 38 types of electronic product enterprises involved in the Indian market need to promptly initiate new standard testing and compliance preparations, reserve sufficient certification period, and avoid affecting product customs clearance and market sales after the transition period ends in 2028!
