New mandatory certification regulations for power banks and portable power sources in the Philippines

· Release Date: February 27, 2026 (DTI-BPS Releases G/TBT/N/PHL/357 Notification)

Proposed approval date: June 30, 2026

· Official effect: Effective 15 days after the official gazette is released (expected to be in mid-July 2026)

· Mandatory implementation: There will be a 12-month transition period after its effective date. Starting from July 2027, it will be fully mandatory. Imports, sales, and customs clearance will not be allowed without a license

Applicable product scope



Applicable to production, import, distribution and sale in the Philippines

1. Power Banks

2. Portable Power Packs

3. Meet the following conditions:

  •  Input/output ≤ 60VDC

  •  It should have at least one output such as USB, socket, wireless charger or car port

  • It can be equipped with photovoltaic systems and integrated with equipment as a whole

  •  Portable power supply: One person can carry ≤18kg; Pulley/handle ≤23kg

  •  Non-fixed installation, non-vehicle starting battery, non-industrial large-scale energy storage

Three Compulsory Certification Paths (Choose one)

Mandatory standard (must be met

Power bank: PNSUL2056:2025

2. Portable power supply: PNSUL2743:2026

3. Tests: Temperature rise, overcharge and overdischarge, short circuit, drop, compression, flame retardancy of the casing, durability of the marking, etc

Sampling requirements



PS Certification: 3 sets/model/brand

2.ICC/SOC: 2 sets/model/brand

3. It must be tested by a BPS-accredited laboratory (CAB)

1. Trademark/brand

2. Model

3. Input/Output Specifications (V/A/Wh)

4. Rated capacity/energy

5. Cell Information (Optional but recommended)

6. PS/ICC certification mark

7. MADE IN XXX

8. Blurred, missing or forged necessary warning signs will all be treated as violations

06 Certification Process  

1. Submit the application and relevant materials

2. BPS file review

3. Send the samples to an approved laboratory for testing

4. PS: Factory audit; ICC: Batch Inspection

5. Issuance/batch certificate

6. The product can only be imported or sold after being affixed with a label

Special requirements from overseas manufacturers

1. Overseas manufacturers must appoint a local agent in the Philippines to apply for PS

2. Annual factory audit + random inspection

3. Required documents: specification sheet, circuit diagram, label draft, test report, trademark authorization, factory quality system materials, etc

The consequences of violations (very severe)

1. Unlicensed: Import, customs clearance and sale are prohibited

2. It can be confiscated, destroyed, returned or fined

3. Be blacklisted and restrict subsequent imports

4. Forcibly recall substandard products that have been put on the market
